According to a recent Japanese government survey, mobile phone use by students is totally or partially banned at 20,527 elementary schools, or 94% of the schools surveyed, and 9,936 junior highs, representing 99% of them. But, of the total, 57% of elementary schools and 51% of junior highs allow students to use a limited range of functions such as simple phone calls based on parents' requests.
