The Ministry of Internal Affairs and Communications decided that it will call on wireless carriers to operate
filtering services on all cell phones registered to minors to protect them from encountering dangers at
dating sites and other potentially harmful handset-accessible Web pages. The wireless carriers already
have filtering systems in place, but they can only be activated with the guardian's consent. Under the
new policy, the filtering would be triggered automatically when a new phone contract is signed for a
minor, and only deactivated if specifically requested.
